政府決定實施「全民健康保險」，可說是一項富有勇氣的政策。當大家都還在質疑、擔憂所耗之巨額經費及成敗等種種問題之際，政府為使民眾得到最大的利益，己經一直默默在準備，在諸多問題尚未完全解決時便宣布：「全民健康保險今年(1994年)就要開辦！」，此舉實在需要很大的勇氣。政府不顧任何困難、果斷宣言要實行利民政策之精神可嘉，若能依既定計畫進行成功達到原先設定目標，則可稱得上算是政府在台灣施政以來最大德政之一，而人民更是受益無窮。
英文摘要:
It is quite exciting to learn that the National Health Insurance System, which is about to commence in this year, will include mental health care as one of its main components.While celebrating a coming new era of mental health care in this beauti-ful island,mental health proffesionals and policy makers must also be well prepared for our new task.
